Speaking for myself, I truly enjoyed audience questions and many conversations throughout tonight’s event.  As candidates for Killeen City Council, your event gave us a voice and created a space where we could contribute to meaningful change in Killeen.

Dr. Camron Cochran attended Killeen NAACP’s 51st Annual Freedom Fund & Scholarship Program. I wanted to express my appreciation for all those who helped support and recognize Killeen’s scholarship recipients.

Working together, it is essential that we continue to foster goodwill in Killeen, while helping the next generation become successful.

Who is Dr. Cochran?

Born in Dallas, Texas, Dr. Camron Cochran is a third-generation Texan.  He earned the Doctor of Strategic Leadership in business studies from Liberty University, VA.  Camron previously completed a degree in Human Resource Management, M.A., Webster University, MO., and Human Resource Management, B.S., University of Maryland Global Campus (formerly University of Maryland, University College).  Dr. Cochran, while working on a second Master’s Degree in Communications Studies, received his Media and Professional Communications certificate at Angelo State University, San Angelo, Texas.

Dr. Cochran retired from the U.S. Air Force with over twenty years of service.  During his distinguished military career, Dr. Cochran served at multiple Air Force bases across the United States and Europe.  His service includes a deployment to Dhahran and Riyadh, Saudi Arabia, for OPERATION Desert Shield/Enduring Freedom, as well as deployment with the International Security Assistance Forces, Southwest Asia.

After retiring from military service, Camron served in several positions for the federal government, mostly as a Human Resource Manager.  He coached colleagues as a corporate trainer, facilitated industrial relations between employees, was a strategic planning manager, and acted as an employee benefits consultant. Dr. Cochran is very familiar with the development of corporate organizational culture. 

While living in Virginia, Camron graduated from Prince William County Community Leadership Institute and two George Mason University programs: Essentials in Human Resource Management Certification and Fundamentals of Industry and Resource Management.  He is a graduate of the Prince William County Community Leadership Institute and has completed multiple management courses at George Mason University in Fairfax, Virginia. Camron was a board member of his local homeowner’s association.

After moving to Killeen, Dr. Cochran enriched his leadership potential through Development District of Central Texas, Certificate of Completion from Leadership Central Texas and Central Texas Council of Governments.  He attended and graduated from the Killeen Citizen’s Police Academy.  Camron used his community engagement skills and was elected (twice) President for Killeen Citizen’s Police Academy Alumni Association.

Dr. Cochran continued his deep commitment to the Killeen community and volunteers on most weekdays and weekends.  His involvement includes supporting the United Service Organization (USO), The Mission Continues - Killeen Platoon, and Habitat for Humanity.  Camron’s other civic affiliations include membership in the League of United Latin American Citizens (LULAC) Herencia Council #4297, Killeen Police Department - Volunteers in Police Service, the Patient and Family Partnership Council at Carl R. Darnell Army Medical Center, and Texas A&M University – Central Texas, President’s Regional Advisory Council.

Dr. Cochran and his family currently live in Killeen, Texas.

    A drive through Killeen reveals the results of failed leadership. 

    Killeen reflects unchecked housing construction, an overabundance of car wash stations, pawn shops, vape & smoke shops, far too many notices for broken water irrigation systems, and a growing population of street panhandlers.

    Killeen deserves someone who will be focused on accountability, transparency, and lead a renewed focus on what matters to us, the residents of our community.  

Killeen’s core road infrastructure has steadily declined. 

Sidewalks and city-owned buildings remain non-ADA compliant, funding for a new homeless shelter was canceled, and residents – particularly in the Northern District struggle with aging water pipes.

For years, the city manager has railed against local veterans receiving their entitled Disabled Veterans tax exemption. The city has gone as far as to hire an Austin-based lobby group at a very high monetary cost to the Killeen taxpayer. He has written strongly worded letters and made phone calls to local political groups. All these efforts have not stopped the quest for a nearly $2 million deficit revenue of Killeen’s General Fund.


I am proposing that, rather than targeting veterans, the city should consider a fair and consistent revenue approach. Currently, contractors must register with the city and pay an $80 annual fee before performing work. A similar requirement could reasonably apply to real estate professionals who conduct business within city limits.


This idea would be a matching ordinance to an existing administrative compliance policy in the Development Service Department of Killeen. This offer for a permit includes any person, firm, independent agent, or national corporation that is contracted to perform sale, rent, or lease of property within the city limits.

By the Numbers:

Estimated 2,575 registered real estate agents in Killeen, Texas – listed on the Licensing Division of the Texas Real Estate Commission.

Additionally, I propose that the city expands its existing sign regulations to include temporary real estate signs. Just as food vendors pay a $75 certificate fee for portable “temporary” signage, similar standards should apply to real estate advertising displayed across residential and commercial areas. This would include outdoor display signs placed in the front yard, on the exterior wall, outdoor windows, or in other types of areas reflecting property for rent, sale, and leased.


These two measures would promote fairness, accountability, and shared responsibility among those who operate within Killeen city limits. Based on available estimates, this could generate enough funding for meaningful support towards public safety, infrastructure, and community services. By broadening the revenue base instead of reducing benefits for veterans, the city can strengthen its financial position while supporting the entire community.
